ChatGPT Business vs Enterprise: what Enterprise adds

ChatGPT Business and Enterprise share the core: business data isn't used for training by default, and both have admin controls, SSO, shared projects and skills, and full custom MCP connectors. Enterprise adds what larger or regulated organizations need. That means SCIM to create and remove accounts from your identity system, role-based access controls, data residency, and the Compliance API for conversations and agent activity. Admins also get finer control over who can use agents, connected tools and actions. Business is self-serve from two users; Enterprise is a sales quote. Choose Enterprise when an identity, compliance or residency requirement is written down somewhere, not for the size of the team alone.

Short answer

  • Both: no training by default, admin, SSO, full custom connectors.
  • Enterprise adds: SCIM, role-based access, data residency, the Compliance API.
  • Connectors: on Business only admins and owners create them; on Enterprise admins can let selected members.
  • Price: Business on OpenAI's page; Enterprise through sales.

A worked example: an 80-person firm decides

Illustration: a made-up business. An 80-person accounting firm on ChatGPT Business asks whether to move to Enterprise. Its IT lead, Noor, agrees the criteria and weights with the managing partner before talking to sales:

Criterion (weight)BusinessEnterprise
Accounts created and removed from our identity system (30)1: no SCIM; leavers removed by hand5: SCIM
Cost over two years (25)[check: price] from OpenAI's page[check: price] from the quote
Audit of conversations for client work (20)2: admin controls only4: Compliance API [vendor's claim, unverified]
Who may add connectors (15)3: admins and owners4: by role
Data in the EU (10)1: not offered4: data residency [check: regions with sales]

The firm's client contracts require that accounts are removed automatically from its identity system, with an audit trail. Business can remove a leaver by hand and has SSO, but it has no SCIM, so it can't meet that clause; only Enterprise does. That single requirement decides it: Noor recommends asking for an Enterprise quote and comparing the two-year cost before signing, and lists what to verify with sales: the regions for data residency and what the Compliance API exports.

How to decide

  1. Write down the requirement that would force Enterprise: identity, audit, residency, or who may add connectors.
  2. Check it against OpenAI's pages, not a reseller's table.
  3. Agree the criteria and weights before you see a quote.
  4. Price both over the contract term: Business from the pricing page, Enterprise from the quote.
  5. Plan the custom GPT move on either plan; see custom GPTs end on 11 December.

Questions

What is the difference between ChatGPT Business and Enterprise?

Both keep business data out of training by default and include admin controls, SSO, shared projects and skills, and full custom MCP connectors. Enterprise adds what larger or regulated organizations ask for: SCIM user provisioning, role-based access controls, data residency, the Compliance API, and more control over who can use agents and connected tools. Business is self-serve from two users; Enterprise goes through sales.

Does ChatGPT Business have SCIM?

No. OpenAI's Business page says to contact sales if you need Enterprise SCIM, role-based access controls or data residency, so those come with Enterprise.

Do custom GPTs last longer on Enterprise?

Custom GPTs retire on 11 December 2026. OpenAI's FAQ, read through search results, gives FedRAMP workspaces and Enterprise workspaces with an approved deferral until 11 February 2027. Plan the move either way.
