GitHub Copilot Business vs Enterprise: what the bigger plan adds
GitHub Copilot Enterprise includes everything in Copilot Business, about twice the AI credits per seat and priority access to new models and features, but it requires GitHub Enterprise Cloud; Business suits any organization that wants central management and policies. Eligible enterprises have a third choice, Copilot access, with Enterprise's features, no included credits and usage metered from the first request. Whichever plan you pick, the team's methods can live as agent skills in the repository, and AI Skill Pod adds the same skills to Cursor, Claude and ChatGPT (Pro, Business, Enterprise) from one invite link for people who don't work in Copilot.
Short answer
- Business: central management and policies.
- Enterprise: all of Business, more credits, new models first.
- Enterprise needs GitHub Enterprise Cloud.
- Copilot access: metered from the first use.

A worked example: when the upgrade pays
Illustration: a made-up business. A 60-developer company on GitHub Enterprise Cloud runs Copilot Business and keeps running out of its credit pool by the third week, paying for the overage. The engineering director:
- Pulls a month of usage and finds the heavy agent users are 20 developers.
- Prices both options on GitHub's page: Enterprise for everyone, or Business plus the overage it pays now.
- Moves to Enterprise because the larger pool covers the overage, and keeps the review and migration skills in the repository's .github/skills.
- Shares the incident-report skill through the company's pod, so support engineers in ChatGPT use the same format.
AI Skill Pod is this site's product. You can start on Free at $0, with no card, for up to 3 people and 10 skills; after the 14-day trial, your team stays on Free unless you buy Team ($5 per seat a month from 3 seats) or Business.
Before you upgrade
- Check you're on GitHub Enterprise Cloud; Copilot Enterprise needs it.
- Read a month's usage report: credits used against the pool, and who uses agents.
- Ask whether Copilot access fits, if your enterprise is eligible and usage is uneven.
- Remove seats before the cycle ends; removed seats are still billed to the end of it.

Questions
What's the difference between GitHub Copilot Business and Enterprise?
Enterprise includes everything in Business, about twice the AI credits per seat, and priority access to new models and features, and it requires GitHub Enterprise Cloud. Business is for any organization that wants central management and policies for Copilot.
Do you need GitHub Enterprise Cloud for Copilot Enterprise?
Yes. GitHub's docs describe Copilot Enterprise as designed for enterprises using GitHub Enterprise Cloud. Copilot Business works for organizations without it.
What is Copilot access?
A third option for eligible enterprises: the same features and models as Copilot Enterprise, with no seat charge for GitHub Enterprise Cloud users or a standalone price for others, and no included credits, so usage is metered from the first request. An enterprise can't mix it with Business or Enterprise seats.
AI skill
Have your AI find the SaaS spend you can cut
Put this skill in AI Skill Pod and everyone on your team gets it in their Claude, Cursor or ChatGPT (Pro, Business, Enterprise): one invite link, free to start. SaaS spend review has your AI check whether Copilot seats pay for themselves before you upgrade: seats assigned against seats used, credits spent against the pool, tools that overlap, the date to change before the next cycle, and a keep, downgrade or cancel call for each.
