Admin vs Owner on Claude Team and ChatGPT Business: who can do what
On Claude Team, Admins invite and remove members, while Owners also handle billing and seats, turn on integrations and capabilities, provision skills for the organization and change roles, and the one Primary Owner alone requests data exports and transfers of primary ownership. ChatGPT Business splits authority much like this: the Owner manages workspace-wide settings and billing, the Admin handles day-to-day operations, and members have no admin rights. So make the person who pays an Owner, add a deputy Owner, and give invitations to an Admin; for the methods everyone should use, an Owner can add AI Skill Pod as a connector, so the skills reach everyone's Claude, Cursor or ChatGPT (Pro, Business, Enterprise) from one invite link.
Short answer
- Admin: invites and removes members.
- Owner: billing, seats, integrations, skills, roles.
- Primary Owner (Claude): data exports, ownership transfer.
- ChatGPT Business: only Owners manage billing.

A worked example: who holds which role
Illustration: a made-up business. A 15-person consultancy on Claude Team sets its roles:
- The managing partner is Primary Owner, since she signs the contract and alone can request data exports.
- The finance lead is an Owner, for invoices and seats when the partner travels.
- The office manager is an Admin, who invites new joiners and removes leavers the same day.
- Everyone else is a User. The partner provisions the proposal skill for everyone, and puts it in the firm's pod for the associates who work from ChatGPT.
AI Skill Pod is this site's product. Pod pricing: Free up to 3 members and 10 skills; Team $5 per seat a month from 3 seats.
Next step: skills for the whole organization
Once roles are set, an Owner can give the team its first shared skills. Claude organization skills: give a skill to everyone shows how.

Questions
What's the difference between an Admin and an Owner on Claude Team?
Admins invite and remove members and change seat types. Owners can do that too, and also handle billing and seats, turn on integrations and capabilities, provision skills for the organization, and add or remove Admins and Owners. One Primary Owner alone requests data exports and Primary Ownership transfers.
Who can manage billing in ChatGPT Business?
Only Owners. OpenAI's role guide says the Owner manages workspace-wide settings and the Admin manages supported operations and groups; its billing help says only Owners view and manage billing.
How many Owners should a small team have?
Two is a safe number: the person who pays and a deputy, so nothing stops when one is away. Give day-to-day invitations to an Admin. Claude allows only one Primary Owner, so decide who that is before the plan grows.
